From February 2025, the European Union officially enforces PPWR — the most stringent packaging and packaging waste regulation in history. If you're exporting furniture to the EU, the question is no longer "does this affect me?" but "exactly what must change, and when?" This article summarises all requirements from a Vietnamese manufacturer's perspective.
PPWR — Packaging and Packaging Waste Regulation — is Regulation (EU) 2025/40, officially in force on 12 February 2025. It is the biggest reform in 30 years, fully replacing Directive 94/62/EC that had been in place since 1994.
The key difference: PPWR is a Regulation (directly binding), no longer a Directive (which required transposition into national law). This means it applies uniformly across all 27 EU member states with no national transition period.
This is the most directly impactful requirement for furniture manufacturers. All plastic packaging placed on the EU market must contain a minimum recycled plastic percentage:
| Plastic packaging type | 2030 Target | 2040 Target |
|---|---|---|
| Stretch film, protective bags (contact-sensitive) | 10% | 25% |
| Standard plastic packaging (boxes, crates) | 30% | 50% |
| PET bottles and containers | 30% | 50% |
Applied to furniture: Shrink wrap, stretch film over products, PE protective bags, plastic straps — all must meet recycled content requirements from 2030.
From 2030, all packaging placed on the EU market must be designed to be recyclable in practice within existing EU collection systems. This eliminates some currently common packaging materials:
PPWR specifies: empty space in packaging must not exceed 40% of total volume. For furniture, this affects carton box and wooden crate design — packaging cannot be oversized relative to the product.
From 2027, packaging must carry EU-standardised labels including:
EPR is not entirely new, but PPWR harmonises it across the EU. Producers/importers must register for EPR in each EU country where they sell and pay fees to fund recycling infrastructure. EPR costs will be passed back to Vietnamese manufacturers through lower purchase prices or requirements for lighter packaging.
PPWR bans adding PFAS (per- and polyfluoroalkyl substances) and BPA in packaging materials from 2026. Although uncommon in furniture packaging, verify if you use moisture-resistant coatings on cartons.
| Date | Milestone | Priority |
|---|---|---|
| Feb 2025 | ✅ PPWR officially in force (Regulation EU 2025/40). Preparation phase begins. | Now |
| Feb 2026 | ⚠️ PFAS & BPA ban in packaging. Check if your carton coatings or adhesive tapes contain PFAS. | Urgent |
| Feb 2027 | ⚠️ Most PPWR provisions apply (2-year transition). QR code labels, harmonised EU labels, full EPR. New packaging placed on EU market must comply. Most important near-term deadline. | High |
| 2030 | Recyclability by Design + minimum recycled content. Plastic packaging needs 10–30% recycled content. EPS and hard-to-recycle materials eliminated. | Plan now |
| 2040 | 25–50% minimum recycled content depending on plastic type. Non-recyclable plastic packaging fully banned. | Long-term |
| Packaging material | PPWR status | Action needed | Deadline |
|---|---|---|---|
| Cardboard box | ✅ Basically OK | Increase recycled content ≥50%; verify no PFAS coating | 2027 |
| Wooden pallet (ISPM 15) | ✅ OK if ISPM 15 | Keep as-is; ISPM 15 remains separately mandatory | Current |
| Shrink/stretch wrap (PE) | ⚠️ Needs adjustment | Switch to PE film with ≥10% recycled content (2030); add recycling label | 2030 |
| Plastic straps | ⚠️ Needs adjustment | Use straps with recycled content or switch to paper/textile straps | 2030 |
| EPS foam (styrofoam) | 🔴 High risk | Replace with honeycomb paper, recycled EPE foam, or moulded pulp before 2027–2028 | Urgent |
| EPE/PE foam | ⚠️ Check | EPE recyclable if properly sorted; confirm with supplier | 2027 |
| Small PE/PP bags (hardware protection) | ⚠️ Needs label | Add material label and recycling instructions; consider paper bags | 2027 |
| Adhesive tape | ⚠️ Check PFAS | Confirm no PFAS in adhesive; switch to paper tape if needed | 2026 |
The most popular replacement for EPS corner guards. Made from recycled paper, good load-bearing capacity, 100% recyclable with the carton box. Cost comparable or lower than EPS. Studio HGP transitioned to this material in 2024.
Similar to egg cartons but moulded to product shape. High protection, 100% recyclable, can carry brand printing. Cost 15–25% higher than EPS but many EU buyers are willing to share the cost.
EPE is more recyclable than EPS, lighter and softer — suitable for protecting furniture surfaces. Confirm supplier provides EPE with ≥30% recycled content to meet PPWR 2030.
For premium products — wrap in non-woven polypropylene instead of plastic wrap. Reusable multiple times, suitable for premium hospitality furniture positioning.
